Symptoms

fuel puddling in the engine valley; fuel smell
blown fuse / dead fuel pump from the heater element shorting
hard start / lean symptoms from air intrusion at the bowl o-rings

Root cause

The deadhead fuel system's aluminum fuel filter/water-separator housing cracks with age and its o-rings harden; the bowl heater element can short (blowing the pump fuse and causing a no-start that looks electrical). Named as a known 7.3 issue in the sourced Power Stroke history.

Diagnosis

trace valley fuel to the bowl: weep at the cap o-ring, drain valve or housing cracks
no-start + blown fuse: check the fuel-heater element circuit before condemning the pump
inspect the water drain valve and its o-ring - a common drip point
