Symptoms

check engine light with P2017/P200A-range intake flap codes
reduced power / limp episodes, uneven running
codes returning after cleaning as the motor wears

Root cause

The OM651 plastic intake manifold carries port shutoff flaps driven by an electric motor; EGR soot jams the flaps and the motor then strips or faults. The OM651-specific code trail (P2017 etc.) is documented across owner communities; seized-flap cases usually end in manifold replacement, lighter cases in cleaning and actuator repair.

Diagnosis

read the intake flap DTCs and command the actuator - listen for the motor running
inspect flap levers/rods for carbon lock through the manifold openings
light coking: clean and retest; stripped motor or seized flaps: manifold replacement
