Symptoms

underboost codes (P0299), limp mode under load, whistling/whoosh changes
gradual power loss traced to stuck VGT vanes (carbon) or a worn actuator

Root cause

The Garrett VVT's variable vanes carbon up with soot from EGR+DPF duty and the vane actuator wears, leaving the turbo unable to reach target boost. Charge-air leaks mimic the same underboost symptom.

Diagnosis

command the vane actuator through its travel with a bidirectional tool
rule out boost leaks (charge-air pipes, clamps) before condemning the turbo
