Root cause

The Garrett VGT from LLY controls boost with vanes that carbon up with age and oil condition; actuators wear. Desoot-and-service first is the community-standard path before hardware.

verify vane movement (solenoid command vs actual) before ordering an actuator
rule out boost leaks and air filter restriction first
